His Excellency the President, Dr Emmerson Dambudzo Mnangagwa is the President of the Republic of Zimbabwe and Commander-in-Chief of the Zimbabwe Defence Forces. A liberation war veteran and a lawyer, who has served the nation with distinction since independence in 1980. In Government, he has held high-level portfolios including Minister of State Security, Minister of Justice Legal and Parliamentary Affairs, Minister of Finance, Speaker of Parliament, Minister of Defence, and Vice President of the Republic. Since November 2017, he has served as President of the Republic, leading the Second Republic’s agenda anchored on economic reforms, infrastructure development, devolution, re-engagement, and Vision 2030.

At Party level, Cde Mnangagwa is the First Secretary of the ruling party ZANU PF and he has served continuously in the ZANU PF Central Committee and Politburo since 1980. He has held key Party positions including Secretary for Legal Affairs, and Vice President and Second Secretary of ZANU PF. In November 2017 he was elected First Secretary and President of ZANU PF. Under his leadership, the Party and Government are focused on building a sustainable future driven by innovation, 4th Industrial Revolution skills, and the active contribution of professionals to national development.

Presidential Programme For Professionals

Professor Paul Mavima is currently the Minister of National Housing and Social Amenities in the Government of Zimbabwe. Prior to this appointment, he was Minister of Skills Audit and Development for the period September 2023 to February 2026. He has previously held several positions in the same Government. From 2009 to 2013, he was a Principal Director in the Office of the Deputy Prime Minister. From September 2013 to December 2017, he was Deputy Minister of Primary and Secondary Education. In December 2017 he became the Minister of Primary and Secondary Education. From November 2019 to September 2023, he was Minister of Public Service, Labour and Social Welfare.

He has represented the Gokwe Sengwa Constituency in Zimbabwe’s General Assembly since September 2013. Prior to joining Government, Mavima taught at Grand Valley State University in Michigan, USA. He holds a Bachelor of Science Degree in Political Science and Public Administration and a Master’s in Public Administration from the University of Zimbabwe. In 1994, he obtained the Fulbright Fellowship to study for a Ph.D. in Public Administration and Policy at the Florida State University. He served briefly as a policy analyst for the Government of the state of Florida. He has research interests in public policy, administrative reforms and the not-for-profit fields.

Mr. Kudzai Ngirazi is an accomplished academic-leaning leader and professional development authority, currently serving as Founder and National Chairman of the Presidential Programme for Professionals (PP4P). He brings to this role extensive, cross-disciplinary expertise developed through sustained contributions to talent management, human capital development, knowledge systems, and socio-economic programme implementation at national level.

Mr. Ngirazi is an Internationally Certified Talent Practitioner, accredited through the CTP – International Talent Management Academy. He also holds qualifications and proven competency in librarianship, knowledge management, data science, and human resources and payroll administration. With a strong foundation in the private sector, particularly within the telecommunications industry, Mr. Ngirazi has built substantial experience in organizational performance, workforce enablement, and measurable service delivery. Throughout his career, he has demonstrated consistent leadership and impact through the development and facilitation of socio-economic-related programmes, leveraging rigorous research, data-informed decision-making, and stakeholder engagement to drive sustainable outcomes.
